When does Whitetail Rut Begin?

My neighbor saw an eight-point whitetail buck crossing the four (4) lane road by the fire-station this afternoon at around 1 pm. This abnormal behavior by an eight-point whitetail buck is evidence the whitetail rut has begun and is in full swing.
